<p>Hello Fellow Lions:</p>
<p>Well it has been another busy month.  Time is flying by and it is hard to believe we only have 61 days left in the Lion fiscal year.</p>
<p>Hopefully all the clubs have had your new officer elections and have filed your PU101 reports on line and or emailed the information to me.  The process has started for gathering the new officer information for the 2013-2014 Directory; we want to make sure the information is correct.</p>
<p>Just a few important dates I want to remind you about,</p>
<ul>
<li>State Convention which is May 3rd and 4th 2013.  The State Convention will be at the Double Tree Inn, Murfreesboro, TN.  Don&#8217;t forget to send in your registration.  There is Constitution and By-Laws and resolutions that we need to vote on and your vote as a Delegate does count.  I also have some surprise awards to pass out.  I am so excited.  The two awards I speak of are from LCI.  You will have to attend to see who will receive them.  See you in Murfreesboro.</li>
<li>Day with the Lions is Saturday May 18<sup>th</sup>, 2013 at Tennessee School for the Deaf.  We have an exciting day planned.
<ul>
<li>Car Show</li>
<li>Health Fair</li>
<li>Walk for Sight</li>
<li>Children games</li>
<li>Food</li>
<li>Entertainment</li>
<li>Dunk Tank (If you plan on sitting in the tank, bring dry clothes)

<li>$5 for 2 balls for the District Governor<b><i><span style="text-decoration: underline;"> (I don’t come cheap. Ha-ha!)</span></i></b></li>
<li>$3 for 2 balls for all past District Governors</li>

<li>Club officer training Thursday, May 23 at Powell Presbyterian Church starting at 6:00 p.m. with a light dinner.   Please let Lion Nancy Hall or myself know if you plan on attending so we can have enough printed material for everyone and of course food.  If you have not been to this type of training please attend, if you have attended please attend as so many things have changed and bring a friend.</li>

				<content:encoded><![CDATA[<p>The following changes have been proposed to the Multiple District 12 Constitution and By-Laws for the Lions of Tennessee.  They will be discussed for a vote at the MD Convention on May 4, 2013.</p>
<hr />
<p>1.  <strong>Now Reads: </strong>C-4</p>
<p align="center"><b>ARTICLE VII<br />
State Convention</b></p>
<p>Section 1. <b>DATE AND PLACE.  </b>A convention of this State shall be held and concluded no later than fifteen (15) days prior to the date of the International Convention at a place having been previously elected by a vote of the delegates present, qualified, and registered at an annual Convention of this State, but subject to Section 4 of this Article. The date of the State Convention shall be either of the last two (2) week-ends in April or the first two (2) week-ends in May of each year. The date shall be selected by the State Convention Committee for that year’s convention and submitted to the Council Chairman for approval by the Council of Governors.</p>
<p><b>Add the following sentences:</b></p>
<p style="padding-left: 30px;"><span style="color: #ff0000;">In scheduling future State Conventions, the Council of Governors may approve dates outside those listed above if it enhances the opportunity of having a then current member of the LCI Executive Committee to be the speaker at a future State Convention.  The Council of Governors may consider at the earliest one week after the last district convention, and at the latest the State Convention’s conclusion must be at least 15 days prior to the start of the International Convention.</span></p>
<p><strong>Justification: </strong></p>
<p style="padding-left: 30px;">Provides more opportunity for MD-12 Lions to interact with a sitting member of LCI’s Executive Committee.</p>

<p>BYLAWS:</p>

<p align="center"><b>ARTICLE IV</b></p>
<p align="center"><b>Multiple District Committees</b></p>
<p>Section 5. <b>STATE CONTEST AND AWARDS COMMITTEE. </b>There shall be a State Contest and Awards Committee composed of one representative from each District in the State.</p>
<p>(a) <span style="text-decoration: underline;">Appointment.</span><i> </i> The members of this Committee may be any Lion in good standing. Each District Governor shall appoint one member as soon as possible after the State Convention each year, but never later than fifteen (15) days after the close of the International Convention at which the District Governor takes office. In the event that a member is unable to complete his term, the District Governor of the District the member represents shall select a replacement to complete the remainder of his term.</p>
<p>(b) <span style="text-decoration: underline;">Duties.</span></p>
<p style="padding-left: 30px;">1)  Administer and coordinate processes for all Contest and Awards involving State of Tennessee participation such as but not limited to; Peace Poster Contest, Photo Contest, Essay Contest, Lion of the Year, Lion of the Decade, and Club of the Year contests</p>
<p style="padding-left: 30px;">2)  Meet as a group face to face, or by electronic means prior to, or as a group at the State Organizational Meeting and;</p>
<p style="padding-left: 60px;">a) Agree upon one member as Chairman subject to confirmation by the State Council;</p>
<p style="padding-left: 60px;">b) Prepare a written report of current status, any funding needs, etc. for presentation at Multiple Organizational Meeting.</p>
<p style="padding-left: 60px;">c) There should be a follow up group meeting at or prior to the Multiple Fall Rally and State Convention, with written reports also presented to Council.</p>
<p style="padding-left: 30px;">3) Formulate rules and criteria for Lion of the Year, Lion of the Decade and Club of the Year Contests for approval by the Council of Governors.</p>
<p style="padding-left: 30px;">3) Each District Contest and Awards Chairman shall select a Lion of the Year, Lion of the Decade and Club of the Year. The documentation pertaining to each Sub-District winner shall be submitted to the State Chairman of Contest and Awards within the timeframe established by the Contest rules.</p>
<p style="padding-left: 30px;">4) The State Contest and Awards Chairman shall arrange for a meeting of all the District Contest and Awards Chairmen to consider each Sub-District entry and decide the winner of the State Lion of the Year, State Lion of the Decade and State Club of the Year.</p>
<p style="padding-left: 30px;">5) Each District may announce its District winners and present appropriate awards at such time and occasion as it wishes. The State winners shall be announced and suitable awards made to them during the State Convention following the close of the contests.</p>
<p>(c) <span style="text-decoration: underline;">Reports.</span><i> </i> The State Chairman of the Contest and Awards Committee shall make reports   as directed by the Council of Governors.</p>
<p>(d)  <span style="text-decoration: underline;">Expenses.</span><i>  </i>The members of the State Contest and Awards Committee shall not be reimbursed for their personal expenses incurred in fulfilling their responsibilities.</p>
<p style="padding-left: 30px;">1) District expenses for District awards shall be budgeted and paid for from the District Convention fund.</p>
<p style="padding-left: 30px;">2) State expenses for the State winner’s awards shall be budgeted and paid for from the State Convention fund.</p>

<p style="padding-left: 30px;" align="left">1) The Council Treasurer will place $1.00 in the State Projects Fund and $1.00 in the International Officer Fund.  Each fund shall be capped at $40,000 and all dues and interest collected shall be placed in each fund even when one account exceeds $40,000.  Dues and interest will continue to be equally placed in each account until the end of the Lion current year (June 30).</p>
<p style="padding-left: 30px;">2) When at the end of the Lions year one account may exceed $40.000 and the other may be less than $40,000; excess funds in either account exceeding $40,000 will be transferred to the incoming Council to be budgeted in the State Revenue Fund.  (Article VII, State Convention Fund, Int. Convention Fund, and/or Adm. Fund.)</p>
<p>Change by adding:</p>
<p style="padding-left: 30px;"><span style="color: #ff0000;">3)  Effective 1 July 2013 until 1 July 2018  items 1) and 2) above shall be temporarily replaced by the uncapping of both the State Projects Fund and the International Officer Fund, and allowing them to continue to build in value, $1 dollar per member per year for each Fund.</span></p>
<p><strong>Justification:</strong>  The multiple expects to endorse a candidate for 2<sup>nd</sup> Vice President of LCI at the state convention in 2013.  If successful the candidate and the state will have multiple years of expenses associated with this process.  If successful the candidate would be the 100<sup>th</sup> President of LCI.  The best way we the Lions of Tennessee can show we support this effort is by allocating $2 dollars of our state dues each year to this effort over the next 5 years.</p>

<p>Well Spring has sprung, or has it?</p>
<p>I know we are all anxious and ready to see warmer weather, so to get your mind off of the rain; I will remind you about the State Convention which is May 3rd and 4th 2013.  The State Convention will be at the Double Tree Inn, Murfreesboro, TN.  Don&#8217;t forget to send in your registration.  There are some Constitution and By-Laws that we need to vote on and your vote as a Delegate does count.  I also have some surprise awards to pass out.  I am so excited!  The two awards I speak of are from LCI.  You will have to attend to see who will receive them.  See you in Murfreesboro.</p>
<p>Just some friendly reminders, when you have your club elections don&#8217;t forget to complete your PU101 either on the LCI website, email or mail to me.  We are in the process of gathering new officer information for the directory.  The deadline for this information is the end of April.  We are having new club officer training Saturday, April 27 at LVBI starting at 9:00 a.m. with a light continental breakfast,  and then again Thursday, May 23 at Powell Presbyterian Church starting at 6:00 p.m. with a light dinner.   Please let Lion Nancy Hall or myself know if you plan on attending so we can have enough printed material for everyone and of course food.</p>
<p>Day with the Lions is coming soon.  It is Saturday, May 18<sup>th</sup> from 9 to 2 at Tennessee School for the Deaf, and helps raise funds for our White Cane agencies.  There will be a car show, games for children, Walk for Sight, music, food, beverages, cake walk and the all important dunking booth.  The booth will have some special people lined up and ready to be dunked, including  me!  <strong>It will cost you though, I don’t come cheap.  Hahaha.</strong>  Come and spend the day with other Lions, bring your neighbors, friends, coworkers and have a great time.</p>

				<content:encoded><![CDATA[<p>Region III, Zone II will be having a Zone meeting on April 9, 2013 at 6:00 pm at the Jellico Public Library, 104 N. Main Street, Jellico, TN.  The meeting will be hosted by the Jellico Area Lions Club  who will provide a pot-luck dinner beginning at 6:00 PM, followed by the zone meeting at 6:30 PM.</p>
<p>The Lions Clubs in this Zone are:</p>
<ul>
<li>Campbell County</li>
<li>Clinton</li>
<li>Jellico Area</li>
<li>Lake City</li>
<li>New Tazewell</li>
<li>Norris</li>
<li>Oneida</li>
<li>Oak Ridge</li>
<li>Union County</li>
</ul>
<p>We hope that all of these Clubs will be represented at the meeting by their president and secretary and as many other members who want to attend.  It will be great to meet other Lions and to share ideas and concerns.  A report from the clubs on their recent and future activities would be appropriate.</p>
<p>Come out and meet the great Lions of the newest club in our District, the Jellico Area Lions.  District 12-N governor, Diane Wilkerson will also be on hand to do some new member inductions and perhaps other things.</p>
<p>Zone Chairman, PDG Bill McDonald will be presiding at the meeting, and has some other activities planned which should provide for an interesting meeting.<br />

				<content:encoded><![CDATA[<p>In 2011, Lions Club International President Wing-Kun Tam challenged the Lions of the world to undertake a program to plant 1,000,000 trees word wide.  The campaign did not stop at the end of President Tam’s term but has continued unabated.</p>
<p>The latest report indicates that to date 9,877,906 trees have been planted around the globe with 592,486 being planted in the United States.</p>
<p>Recently the Kingsport Lions Club has contributed to this program by planting 100 bald cypress trees near the Kingsport Soccer Fields on Sullivan Garden Parkway and another 100 white pines along Stone Drive adjacent to Jackson School.  These tress should provide shade and oxygen production for decades to come.<br />

				<content:encoded><![CDATA[<p>As your Lions Club elects its officers for the 2013-2014 year, please <strong>encourage them to attend Incoming Officers training.</strong></p>
<p>There will be sessions for Presidents, Secretaries, and Treasurers at both locations and any Lion is welcome to attend.</p>
<p>Since we will be having food and preparing handouts for both locations, please notify Nancy Hall at <a href="mailto:nehall001@bellsouth.net">nehall001@bellsouth.net</a> or 865-694-6939 if you plan to attend.  Also, please indicate which session you will be attending so we can prepare enough handouts.</p>
<ul>
<li><strong>The first training session will be held on</strong> <strong>Saturday morning, April 27, 2013, at LVBI</strong> (758 West Morris Boulevard in Morristown &#8211; see map below).  We will begin the session at 9:00 a.m.  Please come at 8:30 a.m. and join us for a light breakfast.  Training will be completed by noon.</li>
<li><strong>The second session will be held on </strong><strong>Thursday evening, May 23, 2013, at Powell Presbyterian Church</strong> (2910 West Emory Road in Powell &#8211; see map below).  We will serve dinner beginning at 6:00 p.m.  and will be completed by 9:00 p.m.</li>

<p>Hello Fellow Lions:</p>
<p>If you did not make it to our 12-N District Convention, you missed a great time.  We had International Director Bob Corlew as our guest speaker, we gave out awards and had our first ever Leo District Convention.  Thank you to all who helped me during this time.  Your support was greatly appreciated.</p>
<p>The convention was fantastic. We had over 160 Lions, Leos and guests.  If you were unable to attend talk to someone who was there.  A great time was had by all.  We also elected our next District Governor Mike McDonough and 1st Vice District Governor Elect Ed Gibbons.  Why don&#8217;t you give them a call or send an email and volunteer to help them during their year which starts July 1, 2013 to June 30, 2014.</p>

<p>One last important item.  Our district membership has fallen dramatically.  We have 993 members in District 12-N.  Fellow Lions, WE NEED TO CHANGE!</p>
<ul>
<li>We need to change the way we get new members, the training of new members and just our over all attitude of why you are a member.  Being a Lion is a privilege.</li>
<li>We need to get new members in so that your load will be lighter during times of club meetings, club events and fund raisers.</li>
<li>We need to learn how to become more involved in our community, its needs and I believe that our clubs will grow again.</li>
</ul>
